VIII. Rules of Competition

1. The races will be conducted in accordance with the latest rules and regulations of the Chinese Athletics Association, China Marathon Management Document 2019-2020 and the rules and regulations of SCO Kunming Marathon 2019.

2. Roll-call

All general participants are suggested to wear the bib number in front of the chest correctly and arrive at the designated area at least 60 min before the event for roll-call. Elite athletes need to arrive at the designated roll-call area 40 minutes prior to the race start, and hand their original personal ID or passport up to the event staff.

3. Race Start

All participants start in the sequence of elite athletes, marathon (following the alphabetical segment), half marathon (following the alphabetical segment), public health run and SCO family run, with a gap of 10 m between each section.

Participants go to different roll-call areas according to different number sections. The Organizing Committee will arrange timing carpets (zone) at the entrance of each zone. Participants shall enter the race field strictly in accordance with the number and pass through the timing carpets (zone) at the entrance of the roll-call areas. The results of the participants are valid only when they pass through the timing carpets (zone) at the start point. If the participants do not conduct roll-call in corresponding areas, the timing chip cannot record their results. Then the consequences will be borne by the participant himself/herself.

4. Race Start

The race starts as one gun shots.

5. Timing Method

 (1) The race uses the induction timing method. The timing chip starts working when the participant crosses the start line.

 (2) Timing carpets (zone) are placed at the start point, each 5 km point, half point (21.0975 km), turning point and the finish point. Participants need to go through each timing carpet (zone) during the race and finish the race before the cut-off time. Result will not be qualified for final ranking if there is any split time point missed.

 (3) The timing chip is to be released with bib number at the package pick-up site. No deposit required.

 (4) Results for Public Health Run and SCO Family Run will not be recorded. The participants can record their own results with reference to the timing clock of the event after arriving at the finish point.

6. Cut-off Time

Traffic control will be implemented in specific time period in a rolling manner, so as to ensure the safety of the participants. There is a cut-off time for each section of the race course. When it is the cut-off time, the timing carpet (zone) at the corresponding point will stop working, and the social traffic will be resumed at the corresponding section. The participants who cannot finish the race before the cut-off time are suggested to stop the race and leave the course to guarantee their own safety. The participants who withdraw from the event can take event vehicle to the finish point or public transportation to leave. Please refer to the following table for cut-off time:

7. Bag Storage and Pick-up:

All participants shall store personal belongings by the bib number at designated area. After finishing the race, participants can pick up the belongings in corresponding area. Please do not put valuables in your storage bag (such as mobile phone, identification document, cash, keys, credit card and electronic products). In case of any damage or loss, the participants shall bear all the consequences arising. Bag storage at the start point on the day of race will be stopped 15 minutes prior to the race start. Please make well arrangements for your time. Participants should pick up their bags before 15:45 on the day of race in designated areas at the finish point. The Organizing Committee will keep the bags of those who cannot pick them up on time on the day of race for one week. Bags that are not collected within one week will be at the disposal of the Organizing Committee.

 (IX) Toilets, Temporary Mist Stations and Environmental Protection

1. Temporary toilets will be set up at the start point, along the race course (2 km, 3 km, 4 km and 5 km points, every 2.5 km from 7.5 km point to 40 km point), and at the finish point.

2. Temporary mist stations will be set up around 15.5 km and 20.5 km points of half-marathon, and 15.5 km, 18 km, 25.5 km, 30.5 km, 35.5 km, and 40.5 km points of full marathon.

3. To protect the environment, participants are not allowed to defecate anywhere other than the toilet areas at the start and finish points and along the race course. Any packing bag, bottle, can or trash shall be thrown into the trash bins or bags provided by the OC.

 (X) Medical Aid

1. Medical aid stations equipped with ambulances will be located at the start point, every 2.5 km along the race course, and at the finish point. 32 additional medical points will be set up along the race course. On-site medical staff reserve the right to stop a participant from racing and take back his/her bib out of the best interest of the participant's health and welfare. If the participant ignore the staff's advice and insist on the race, he/she shall bear all the resulting consequences and responsibilities.

2. AED first aid teams will be provided along the race course in sections, and doctor runners will be arranged to assist in rescue.

3. Medical volunteers will be in service every 100 meters along the race course to maintain competition order and assist in rescue. Participants may request help from them when needed.

 (XI) Doping control is conducted under IAAF Anti-Doping Regulations and Chinese Anti-Doping Regulations.

 (XII) For other matters relate to the race, please refer to the Handbook of SCO Kunming Marathon 2019.

IX. Rules of Participation

 (I) Age Requirements

1. Entrants of Full shall be over 20 years old (born before December 31, 1999);

2. Entrants of Half shall be over 16 years old (born before December 31, 2003);

3. Entrants of Public Health Run shall be over 16 years old (born before December 31, 2003);

4. There is no age limit for SCO Family Run. (For entrants under 16 years old in SCO Family Run, a guardian or statutory agent shall register for the same event and accompany the entrant throughout the event. Every entrant under 18 years old shall be accompanied by at least one adult, or else they shall not pick up the package and shall not compete.)

5. Entrants under 18 years old shall register with entry declarations signed by their guardians or statutory agents.

6. Entrants over 70 years old shall register with entry declarations signed by relatives and the entrants themselves.

 (II) Physical Requirements

The participants shall be in good health, with long-time experience in running exercises or training. Participants shall choose one from Full, Half, Public Health Run and SCO Family Run according to their physical condition and training level. Anyone suffering from any of the following diseases is not recommended to participate in the race:

1. Congenital heart disease and rheumatic heart disease;

2. Hypertension and cerebrovascular disease;

3. Myocarditis and other heart diseases;

4. Coronary artery disease and server irregular heartbeat;

5. Diabetes;

6. Having cold symptoms within two weeks prior to the race;

7. Other diseases not suitable for sports;

8. Altitude stress;

9. Other conditions not suitable for the race (pregnancy, exhaustion, drunk, etc.).

The participant shall take full responsibility of his/her injury and property loss caused by his/her health condition or other personal reasons during the events. The Organizing Committee recommends all participants to conduct physical examination (including ECG examination) in qualified institutions and make self-assessment according to the physical examination report. The participant shall confirm that his/her physical condition is suitable for long-distance running before registering for a race event.

Note: The settings of the race, including the race course, water stations and toilets, are not suitable for wheelchair and roller skate users and other special groups. In the interest of the participants' personal safety, the Organizing Committee reserves the right to terminate the eligibility of these groups. In addition, there is no wheelchair racing in this race. In principle, racing wheelchairs are not allowed to enter the race track, and the results will not be accepted.

 (III) Rules of Registration

1. There will be 20,000 participants anticipated for the race, including 5,000 for Full, 7,000 for Half, 5,000 for Public Health Run, and 1,000 family groups (3,000 participants) for SCO Family Run.

2. Please refer to the Registration Notice on the official website of SCO Kunming Marathon for the specific registration methods, procedures and application instructions for ordinary entrants. When the maximum number of entrants for each event has exceeded, participants will be chosen by drawing lots.

3. There will be 200 charity entries in the race, and the registration will be closed when all entries are taken. Those who register for a charity entry will be guaranteed for the race without drawing lots.

 (IV) Registration Fee

 (2) Foreigner: USD 50/person

2. Half Marathon

 (1) Chinese (Hong Kong, Macao and Taiwan included): RMB 150/person

 (2) Foreigner: USD 30/person

3. Public Health Run

 (1) Chinese (Hong Kong, Macao and Taiwan included): RMB 100/person

 (2) Foreigner: USD 20/person

4. SCO Family Run

 (1) Chinese (Hong Kong, Macao and Taiwan included): RMB 300/group

 (2) Foreigner: USD 60/group

5. Charity Place

(1) Chinese (Hong Kong, Macao and Taiwan included): RMB 1,000/person

 (2) Foreigner: USD 150/person

6. Participants registered with the Chinese Athletics Association and invited foreign participants will be exempted from the registration fee.

7. The Organizing Committee reserves the right to decide whether or not to accept the registration as the case may be. The application fee is not refundable once the Organizing Committee confirms the eligibility of the entrant.

 (V) Race Package

1. Participants shall pick up the race package in person with the original ID card. They are allowed to ask someone to pick up the package on behalf of them.

2. Each participant will be distributed with a competition costumes, an athlete bib, a cloth bag and a sunhat before the competition. (Note: the competition costumes for full marathon contains one professional running vest and shorts.)

3. The Organizing Committee reserves the right not to issue any competition item or refund the application fee to any participant who is not eligible to participate in a marathon or half-marathon, who provides a false achievement certificate or who has no previous participating experience.

 (7) Award Presentation Method 

Top 3 male and female athletes of Marathon, Special Awards for Chinese Athletes and Half Marathon (athletes must wear the clothes provided by the Organizing Committee to receive the prize on stage, and must not bring any promotional material unrelated to the race on stage during the prize awarding ceremony, otherwise, it will be regarded as giving up the award).

 (8) Bonus Distribution 

1. The doping test will be carried out in the competition. Athletes will be disqualified if their doping test failed, and the cancelled ranking will not be replaced.

2. Ranking Award, Awards for Record-breakers and Special Awards for Athletes from SCO Member States can be rewarded accumulatively. If a Chinese athlete wins the Ranking Award and Special Awards for Chinese Marathon Athletes at the same time, he/she will be awarded according to higher award standard, and the award will not be repeated.

3. After the winner lists are announced on the official website, the winners shall send the valid bank account, the name of bank of deposit, a copy of their ID card with signature and a scanned copy of their contact phone number to the Organizing Committee by email.

 (9) All above-mentioned awards (Ranking Award, Awards for Record-breakers, Special Awards for Chinese Marathon Athletes, and Special Awards for Athletes from SCO Member States) are individual awards, and are subject to a 20% personal income tax in accordance with the relevant provisions of the Chinese tax law.

XI. Punishment

The Organizing Committee will monitor the entire race course. Participants will be punished as disqualification from the race immediately, barred for SCO Kunming Marathon for 2 years, and Chinese Athletics Association may put additional punishments if participants committed any of the followings:

1. Misrepresentation on age and identity when registration;

2. Racing with timing chips of others, or two or more than two timing chips (including one participants carrying timing chip of the other gender);

3. Violation of the rules at the start of the race;

4. Forcing into the game, or continuing racing or backing to the course in the midway after cut-off time;

5. Completing the race by not following the prescribed race course and by taking a short cut or taking any public transportation (cars, subways, bicycles, sharing bikes, and skateboards);

6. Crossing the finish point repeatedly to get finisher packs and medals;

7. Not completing the whole distance but crossing the finish point to get finisher packs and medals;

8. Crossing the finish point without wearing the athlete bib;

9. Forging bib number (including using previous bib number of SCO Kunming Marathon or other races) to get finisher packs and medals at the finish point;

10. Altering or blocking the bib number to participate or transfer the bib number without permission;

11. Using unofficial timing chip to participate;

12. Completing the competition by relay;

13. Not obeying the command of the race staff, interfering with the race, fighting or gathering people to disturb the race order.

14. Inappropriate behaviors (such as defecation and littering in public);

15. Other behaviors in violation of the rules of the events and against the social security rules.

XII. Insurance

 (1) Participants shall take out insurance on their own.

 (2) The Organizing Committee will purchase the Life Accident Insurance for all athletes and staff during the events. The information on the Insurance Policy shall be subject to the registration information. Full responsibilities will be taken by participants if they fail to buy the insurance caused of incorrect information.
